Both. Pin the screen to a single page, or let it rotate through every page on its own. Set how many seconds each page stays up, and exclude any pages you do not want in the rotation.

Yes. Choose "Dashboard" as the content type and pick from your workspace. A dashboard is a single view in Power BI itself, so page rotation does not apply to it.

You set it yourself, anywhere from every 1 to 60 minutes; the default is 15. An update to the underlying data shows on screen at the next refresh, so with a 15-minute interval your change is live within 15 minutes.

On modern player platforms, the screen keeps showing the last successfully loaded view through a brief connection drop. It still needs an active connection to actually refresh with new data though, so this is not the same guarantee as Screenbird's offline mode for uploaded videos and images, which plays indefinitely without internet.
